What a foundation engineer's report should contain

Before you sign a foundation repair contract, you should have a licensed engineer's report, and you should know what a good one contains. Here is a plain-English checklist of what belongs in a stamped foundation evaluation, why each part matters, and the red flags that mean you should ask more questions.

Why the engineer's report matters

For any structural foundation repair, piers, wall stabilization, anchors, the document that should drive the whole job is a stamped report from a licensed Professional Engineer (PE). It is the difference between a contractor selling you hardware and a diagnosed, code-compliant, defensible repair. Many Greater Cincinnati building departments require the engineer's stamp to permit the work, and the report is what protects you at resale, because foundation history is a material defect you must disclose on Ohio's Residential Property Disclosure Form.

So before you sign a repair contract, you should have, or be getting, an engineer's report. And you should know what a good one contains. Here is the checklist.

What belongs in the report

1. Identification and scope. The property address, the date, the engineer's name, license number, and stamp/seal, and a clear statement of what was evaluated (for example, "the rear foundation wall and the southeast corner settlement"). The stamp is not a formality; it is the engineer putting their license behind the findings.

2. The observed conditions. A factual description of what the engineer saw: the cracks (location, direction, width), the foundation type and material, the symptoms (sticking doors, sloping floors), and any prior repairs. This should read like documentation, not marketing.

3. The measurements. This is where a real evaluation separates from a guess. The report should reference objective measurements: - Floor elevations mapped across the home (with a manometer or laser level), quantifying how much and where the foundation has settled - Wall deflection for a bowing wall (measured with a string line or level), quantifying how far it has moved

Numbers, not adjectives. "1.5 inches of differential settlement at the southeast corner" tells you something; "significant settlement" does not.

4. The likely cause. A competent report does not just describe the damage, it diagnoses why it is happening: settlement from saturated clay losing bearing capacity, lateral pressure from expansive soil, hillside creep, frost heave, settlement on poorly compacted fill. In Cincinnati, this almost always involves water, and a good report says so. The cause determines the fix.

5. The recommended repair, specified. Not "install piers," but the engineered specifics: the system type (push or helical piers, carbon fiber, steel beams, wall anchors), the capacity, the spacing, the number, and where they go. For piers, the target (stabilize-only or stabilize-and-lift) should be addressed. This is the spec your contractor builds to and the inspector checks against.

6. The water/drainage recommendations. Because water drives most Cincinnati foundation failure, a thorough report addresses relieving it: grading, downspouts, drainage. A report that specifies piers but ignores the obvious water cause is incomplete.

7. Code and standards references. The report should tie the design to the Ohio Residential Code / IRC foundation provisions and, where relevant, the ICC-ES evaluation report for the specified pier system.

Red flags that mean ask more questions

  • No measurements. If the "evaluation" has no floor-elevation or deflection numbers, it is an opinion, not an engineering assessment.
  • No stamp or no license number. If you cannot verify a licensed PE stands behind it, it is not an engineer's report.
  • The "engineer" works for the contractor and never visited. Some operations have an in-house signer who stamps whatever the salesperson scoped. Independent engineering judgment is the whole value; ask whether the PE actually inspected the home.
  • Cause is skipped. A report that describes damage and jumps to "install 12 piers" without diagnosing why the foundation moved cannot tell you whether the fix will last.
  • Water is ignored. In this region, that is a tell that the diagnosis is shallow.
  • The recommendation conveniently matches exactly what the contractor sells, with no alternatives considered. A push-pier-only company that finds every problem needs push piers is worth a second opinion.

How the report fits the rest of the job

The right sequence is: free inspection and measurements, then the engineer's stamped report, then a fixed-price written proposal that builds to that report, then permitting, then installation, then a closeout package documenting the as-built (pier depths, load tests, before-and-after elevations) and the transferable warranty. The engineer's report is the spine of all of it.

If a contractor wants you to sign a structural repair contract with no engineer's report, or with a stamp from someone who never measured anything or never visited, that is the moment to slow down and ask questions, or get a second opinion. A real engineer's report is not an upsell; it is the basis of a repair you can trust and document.
